Virgin Petroleum-Contaminated Solids/Sludges

EMI accepts virgin
petroleum oil contaminated solids and sludges (“oily solids”) and waste debris generated from the clean up of
virgin oil spills, virgin petroleum oil contaminated soils, tank bottoms,
petroleum oil contaminated absorbents (e.g., speedi-dry, sawdust, vermiculite), containment booms, absorbent wipes and other maintenance activities. This material is not “waste oil” by definition in Chapter 860 of the Waste Oil Management Rules Section 4. A (4) & (5).

Required for Waste Approval and Shipment
EMI requires that each new
shipment of virgin petroleum contaminated material that is
proposed for storage at the facility be accompanied by a
properly executed and approved "Virgin
Material Origin Statement" (VMOS). EMI requires that the
Generator or his/her authorized representative complete
and sign the VMOS. The need for analytical testing of
these waste streams is waived based on the generator’s
knowledge that the waste is from a virgin petroleum
source. EMI will issue a EMI Authorization number for
the waste stream prior to scheduling and acceptance of the
waste at the EMI facility.
Emergency
spill response/remediation waste may be accepted at EMI by
unlicensed waste transporters if the waste is accompanied
by a “VMOS
or “Virgin Spill Letter” certification that the debris
is from a virgin fuel/oil spill. Proper shipping papers
must accompany all wastes received at EMI. EMI accepts
nonhazardous materials on a bill of lading, nonhazardous
waste manifest or hazardous waste manifest (using
appropriate nonhazardous designation or waste code).
All waste oil transported into EMI from out-of-state
must be accompanied by a manifest. EMI-approved
transporters must examine their shipping papers to
determine accurate drum counts, quantities, waste types,
approval numbers, etc. to detect any discrepancies that
could be corrected prior to arrival at EMI. Only shipments
accompanied by proper/complete shipping papers, VMOS,
and EMI approval number are accepted at EMI.

and Disposal of This Waste Stream
EMI accepts
virgin oily solids/sludge from various generators and sources.
The pre-approval process for virgin petroleum contaminated
material includes review of
the "Virgin
Material Origin Statement".
Containerized nonhazardous waste is placed into the drum storage area, or in a box trailer, pending consolidation and bulking operations. Sludge materials are solidified into solid waste using sawdust, sand, kiln dust, or other inert solidification/bulking materials to absorb free liquids. Consolidation and bulking operations take place in secure and watertight mixing container. Solidified material is then loaded into roll-off containers, bulk trailers, or other suitable conveyances for temporary on-site storage pending over the road transportation to an approved disposal/recycling facility. Materials are shipped off-site for waste to energy recovery, aggregate recycling, use as a supplemental fuel, or for landfill disposal.
